Obama Dances Around Question about his "Civilian National Security Force" During Town Hall

You may remember when President Barack Obama said this in a Speech about a Civilian National Security Force:





Now it appears during a Town Hall in Wisconsin, a Young man Had the Guts to ask the President what he meant by that. His answer does not Jive with what he said in the speech above:





How can a Civilian National Security Force that is just as powerful and as well equiped as the military have anything to do with building Schools, Training Police and Farming?

That was a hell of a tap dance around the question...
